Preamble
The World Kungfu Federation (WKF) is hereby established as an international, non-political, non-profit, and non-governmental organization, committed to the global promotion, development, regulation, and preservation of all traditional and modern styles of Kungfu.
Kungfu is recognized not only as a martial art of profound historical, philosophical, and cultural significance, but also as a global discipline that cultivates physical ability, spiritual awareness, and moral character. With its vast diversity of techniques, traditions, and teachings passed down through generations, Kungfu represents an invaluable part of humanity’s cultural heritage.
The WKF embraces the rich diversity of Kungfu styles and lineages worldwide. It serves as a global platform that unites practitioners, masters, institutions, and national federations—honoring their unique identities while fostering mutual respect and recognition. The Federation’s inclusive approach enables all schools and systems of Kungfu to coexist under a shared framework of values, standards, and global cooperation.
Mission and Activities
To fulfill its mission, the World Kungfu Federation operates globally with the following responsibilities:
- Promote and protect all forms of traditional and modern Kungfu, offering equal opportunity to every style, lineage, and national practice.
- Sanction and organize amateur and professional Kungfu fighting championships, maintaining safety, fairness, and competitive integrity.
- Maintain official records of both amateur and professional fighters in a centralized WKF global database, preserving their competitive history.
- Establish and manage a ranking system for fighters in all divisions—amateur, combat, and professional—ensuring transparent advancement and international recognition.
- Implement a comprehensive grading system for practitioners of all styles, supporting technical evaluation and belt/sash progression within member countries.
- Certify coaches, referees, and athletes, setting clear standards for qualification, knowledge, and performance in training and competition.
- Provide official event materials, branding resources, rulebooks, scoring systems, and administrative tools to all member organizations and event hosts.
- Support member federations in hosting national and international competitions, seminars, workshops, and educational courses.
- Promote intercultural exchange and global unity through Kungfu festivals, demonstrations, and technical collaboration among different traditions.
Official WKF Competition Systems
The World Kungfu Federation recognizes three primary systems of Kungfu fighting, each with its own rules and eligibility criteria:
- Sports Kungfu:
Designed primarily for youth development, this category is intended for athletes under the age of 18. Depending on the national regulations of each member country, the WKF also allows classifications such as Under-16 and Under-14 divisions, in alignment with local sports authorities. Sports Kungfu emphasizes safety, skill development, and sportsmanship. - Combat Kungfu / Kombat Kungfu:
This full-contact division is designated for athletes who are 18 years of age and older. It serves as the primary competitive arena for adult amateurs, with strict safety protocols, standardized rules, and regulated weight classes. Combat Kungfu prepares fighters for higher levels of competition while allowing them to represent their style and nation on a sanctioned WKF platform. - Professional (Pro) Kungfu:
This elite division is reserved for experienced Kungfu practitioners who have previously competed and gained recognized fight records in Combat Kungfu events sanctioned by WKF. Pro Kungfu features advanced techniques, international fight cards, professional scoring, and promotional opportunities for fighters. The WKF maintains all professional bout records and provides career development support for these high-level athletes.
Principles and Values
The WKF functions under the principles of:
- Transparency in governance and operations,
- Equality and fairness for all styles, countries, and members,
- Respect for cultural identity and martial traditions,
- Neutrality from political, religious, or ideological influence, and
- Commitment to ethical martial practice and discipline.
Vision
The World Kungfu Federation is committed to promoting Kungfu as:
- A global martial art with deep-rooted cultural traditions,
- A competitive sport with structured systems for youth, amateur, and professional athletes,
- A pathway to personal growth, health, and moral cultivation, and
- A shared cultural heritage that belongs to all humanity.
Through international cooperation, standardized practices, and respect for all traditions, the WKF works to inspire current and future generations to uphold the true spirit of Kungfu — a spirit defined by courage, humility, excellence, and harmony.
Note: The WKF (World Kungfu Federation) is established only for promotion of Traditional Kungfu with a set of Unified Rules of competition for all styles of Kungfu.
Article 1 – Name, Legal Status, and Headquarters
1.1 Name
The name of the organization shall be the World Kungfu Federation, hereinafter referred to as WKF. This name shall be used in all official documents, communications, legal matters, and representations of the organization at national and international levels. The abbreviation WKF may be used interchangeably with the full name for ease of reference, provided the meaning is clear and consistent with the identity of the organization.
1.2 Legal Status
The World Kungfu Federation (WKF) is constituted as an international, independent, non-governmental, and non-profit organization. It is established and operates in accordance with internationally recognized legal principles, as well as the national laws of the country in which it is registered. WKF is an apolitical body, free from religious or ideological affiliation, and functions solely for the purpose of promoting Kungfu as a martial art, cultural tradition, and sport. It shall possess legal personality and shall have the capacity to enter into contracts, acquire and dispose of property, and undertake legal action in accordance with its statutes and the laws of the host country.
1.3 Headquarters
The official headquarters of the World Kungfu Federation shall be located in [The United States of America], and the executive members who runs the Federation can have their own offices in their home Countries to operate the Federation and also can establish different offices in different regions as required. The headquarters shall serve as the principal administrative center of the Federation and the seat of the Executive Committee and Secretariat.
The location of the headquarters may be changed by a resolution of the Executive Committee, subject to the approval of the General Assembly by a qualified majority vote. The relocation must comply with applicable legal and administrative procedures, and member federations shall be duly notified of any such decision within thirty (30) days.
In the event of relocation, all official records, archives, and legal obligations shall be transferred to the new headquarters in accordance with applicable national and international legal standards.
Article 2 – Official Language
2.1 Working Language
The official working language of the World Kungfu Federation (WKF) shall be English. All official meetings, proceedings, correspondence, and publications of the Federation, including but not limited to statutes, regulations, reports, decisions, and communications, shall be conducted and issued in the English language.
2.2 Translations
To promote inclusivity and support global participation, the WKF may provide translations of official documents and communications into other languages as deemed necessary or appropriate by the Executive Committee. Such translations may be used for informational or reference purposes to assist member organizations, individuals, or regional offices whose primary language is not English.
2.3 Legal Precedence
In the event of any discrepancy, inconsistency, or conflict between the English version of any official document and its translated versions, the English version shall prevail and be considered the authoritative text for legal, administrative, and interpretive purposes.
2.4 Interpretation During Meetings
Simultaneous or consecutive interpretation services may be provided during international meetings, congresses, or events of the WKF, subject to logistical capabilities and the decision of the Executive Committee. Such services shall aim to facilitate understanding but shall not alter the legal standing of the English-language records or minutes.
2.5 Language of Correspondence
All formal correspondence between WKF and its members, partners, or external organizations shall be conducted in English unless otherwise agreed upon in writing by the parties involved and approved by the WKF Secretariat.
Article 3 – Objectives and Functions
The World Kungfu Federation (WKF) is established with the following fundamental objectives and core functions, which shall guide its operations and strategic direction globally:
3.1 Promotion and Global Development of Kungfu
To promote, support, and develop Kungfu as a martial art, competitive sport, and cultural discipline across all continents. WKF shall strive to increase awareness, participation, and recognition of Kungfu at all levels—from grassroots communities to elite performance—by encouraging practice among all age groups, genders, and nationalities.
3.2 Preservation and Transmission of Traditional Knowledge
To preserve, document, and transmit the historical, philosophical, and technical knowledge of traditional Kungfu systems and lineages. WKF shall respect and protect the cultural heritage of Kungfu by supporting the continuation of traditional training methods, internal and external styles, oral histories, and ethical principles passed down through generations.
3.3 Organization of Events and Educational Programs
To organize, sanction, and oversee international and continental events, including but not limited to championships, tournaments, technical seminars, instructor training, certification courses, cultural festivals, and exhibitions. Such events shall serve to elevate standards, encourage cross-border interaction, and promote the excellence of Kungfu globally.
3.4 Standardization of Grading and Ranking Systems
To develop and implement a unified, transparent, and internationally recognized grading and ranking system for Kungfu practitioners, coaches, referees, and institutions. This system shall ensure consistency and fairness in belt levels, degrees, titles, and technical qualifications across all member organizations.
3.5 Unification of National Bodies
To unify national Kungfu federations, associations, clubs, and schools under a single international governing structure that respects autonomy while ensuring compliance with WKF’s statutes, rules, and code of ethics. The Federation shall work to strengthen the global Kungfu community through cooperation, communication, and alignment of objectives among its members.
3.6 Promotion of Peace, Culture, and Understanding
To promote peace, cross-cultural dialogue, and mutual understanding among peoples and nations through the values of martial arts, such as respect, harmony, self-discipline, and compassion. WKF shall use Kungfu as a medium to bridge cultural divides and contribute to international friendship, youth development, and social cohesion.
3.7 Additional Functions
To perform all other lawful activities, partnerships, and programs that are aligned with the vision and mission of the WKF, including engagement with international sports organizations, cultural bodies, academic institutions, and governmental or non-governmental partners to further the objectives of the Federation.
Article 4 – Principles
The World Kungfu Federation (WKF) is guided by a foundation of universal values and ethical standards which shall inform all its policies, actions, and decisions. These core principles define the character of the organization and the conduct expected of its members, affiliates, and participants worldwide.
4.1 Core Values
The WKF is founded on the principles of:
- Equality – ensuring that all individuals and member organizations are treated fairly and without bias, regardless of nationality, ethnicity, gender, or background.
- Respect – promoting mutual respect among individuals, schools, and traditions, and fostering a culture of humility, discipline, and courtesy in accordance with martial arts values.
- Transparency – upholding openness and accountability in all organizational affairs, including governance, decision-making, financial operations, and the management of events.
- Non-Discrimination – providing an inclusive environment that welcomes all participants and partners without prejudice or exclusion.
- Integrity – ensuring that honesty, fairness, and ethical behavior are practiced at all levels of the Federation’s structure and activities.
4.2 Prohibition of Discrimination
The WKF strictly prohibits any form of discrimination on the basis of:
- Political opinion or affiliation,
- Race, ethnicity, or nationality,
- Religion or belief,
- Gender, sexual orientation, or gender identity,
- Disability or physical condition, or
- Social or economic background.
Member organizations, officials, athletes, and affiliated bodies must fully respect these non-discrimination principles in all their engagements, including competitions, administrative functions, and public representation. Violations of these principles may result in disciplinary action, suspension, or expulsion, as determined by the WKF Ethics or Disciplinary Committee.
4.3 Ethical Conduct in Sport and Martial Arts
The WKF is firmly committed to promoting honesty, fairness, and ethical behavior in all martial arts and sporting activities under its jurisdiction. Accordingly:
- All forms of doping, the use of banned substances, and performance-enhancing drugs are strictly prohibited. WKF aligns with international anti-doping policies and cooperates with recognized anti-doping agencies.
- Cheating, match-fixing, manipulation of results, bribery, or any other form of dishonest conduct in competitions or evaluations shall not be tolerated.
- Corruption, abuse of power, conflicts of interest, and exploitation of athletes or officials are considered grave violations of WKF principles and shall be investigated and penalized according to internal regulations and due process.
4.4 Implementation and Oversight
The WKF shall establish internal mechanisms, including an Ethics Committee and Disciplinary Commission, to oversee the enforcement of these principles, investigate potential violations, and ensure that appropriate measures are taken to uphold the Federation’s moral and legal standards.
Article 5 – Membership
The World Kungfu Federation (WKF) is composed of various categories of members who contribute to the mission of promoting, developing, and preserving Kungfu globally. Membership is granted to individuals and organizations that demonstrate alignment with the objectives, statutes, and ethical values of the Federation.
5.1 Categories of Membership
5.1.1 Full Members
Full Membership is granted to National Kungfu Federations or National Governing Bodies that:
- Are officially recognized by their respective government or national sports authorities as the sole representative body for Kungfu in their country;
- Represent the interests of Kungfu practitioners at a national level;
- Are responsible for organizing national championships, setting technical standards, and promoting Kungfu nationally.
Full Members shall have full voting rights at the General Assembly and may propose candidates for elected positions within the WKF.
5.1.2 Associate Members
Associate Membership is open to:
- Regional, provincial, state, or city-level Kungfu organizations;
- Organizations in countries where no recognized Full Member exists;
- Emerging federations that are in the process of obtaining national recognition.
Associate Members may participate in WKF events and receive support but do not possess voting rights at the General Assembly.
5.1.3 Individual Members
Individual Membership may be conferred upon:
- Grandmasters, Masters, high-level practitioners, instructors, or technical experts with a distinguished record in Kungfu;
- Individuals contributing significantly to Kungfu research, education, or development.
Individual Members may be invited to serve in technical, educational, or advisory committees of the WKF but do not hold voting rights unless appointed as delegates.
5.1.4 Honorary Members
Honorary Membership is a special distinction awarded by the Executive Committee to:
- Individuals who have rendered outstanding service to the development of Kungfu or made exceptional contributions to the objectives of WKF;
- Retired officials, scholars, or cultural ambassadors of martial arts.
Honorary Members may attend WKF meetings and events as guests but do not hold voting rights.
5.2 Admission Process
5.2.1 Submission of Application
Prospective members must submit a formal application in writing to the WKF Secretariat, accompanied by:
- Legal registration documents;
- Statutes or bylaws of the organization (for Full and Associate Members);
- Resumes and certifications (for Individual Members);
- Letter of intent and recommendation (if applicable).
5.2.2 Review and Evaluation
All membership applications shall be reviewed by the WKF Membership Commission, which may request additional information, conduct interviews, or verify credentials.
5.2.3 Approval and Confirmation
The Membership Commission shall forward its recommendation to the Executive Committee, which holds the authority to grant, defer, or reject membership. The decision shall be communicated in writing to the applicant.
5.3 Member Obligations
All WKF members, regardless of category, are required to:
5.3.1 Abide fully by the Statutes, Code of Ethics, Rules and Regulations, and decisions of the WKF General Assembly and Executive Committee.
5.3.2 Pay annual membership dues or fees as determined by the Executive Committee. Failure to do so may lead to suspension or loss of rights and privileges.
5.3.3 Actively participate in WKF-sanctioned events, congresses, seminars, technical programs, and educational activities.
5.3.4 Uphold ethical conduct, fair play, respect for traditions, and contribute to the mission of unifying and promoting Kungfu worldwide.
5.4 Membership Termination
5.4.1 Voluntary Resignation
Any member may resign from WKF by submitting a written notice to the Secretariat. All outstanding obligations must be fulfilled prior to resignation being finalized.
5.4.2 Suspension or Expulsion
A member may be suspended or expelled by decision of the Executive Committee for the following reasons:
- Violation of WKF statutes, code of conduct, or competition rules;
- Non-payment of membership dues for two consecutive years;
- Engagement in unethical, defamatory, or criminal behavior;
- Actions deemed contrary to the mission and reputation of WKF.
The member shall be given the opportunity to respond to allegations and may appeal the decision through the appropriate WKF disciplinary or appeals body.
5.4.3 Reinstatement
Former members may apply for reinstatement subject to the approval of the Executive Committee and satisfaction of previous obligations.
Article 6 – Governance Structure
The governance of the World Kungfu Federation (WKF) is structured to ensure transparent, democratic, and effective administration, in alignment with its mission to promote and regulate Kungfu globally. The structure includes the General Assembly, Executive Committee, specialized committees, and administrative offices.
6.1 General Assembly
6.1.1 Definition and Authority
The General Assembly is the supreme legislative and decision-making body of the WKF. It represents the collective authority of all Full Member organizations.
6.1.2 Composition
The General Assembly is composed of duly accredited delegates from each Full Member organization, with each Full Member having one vote. Associate, Individual, and Honorary Members may attend as observers without voting rights.
6.1.3 Frequency of Meetings
The General Assembly shall convene biennially (once every two years) in Ordinary Session, known as the Biennial WKF Congress. Extraordinary Sessions may be called upon request by the Executive Committee or by at least one-third of the Full Members.
6.1.4 Functions and Powers
The General Assembly has the exclusive authority to:
- Approve and amend the WKF Statutes and regulations;
- Elect the President, Executive Committee members, and other statutory officials;
- Approve strategic plans, budgets, and financial reports;
- Admit, suspend, or expel Full Members upon recommendation;
- Decide on the relocation of headquarters;
- Dissolve the organization, if necessary.
6.1.5 Voting Procedures
Decisions shall be made by majority vote, except for statutory amendments and dissolution, which require a two-thirds majority of voting members present.
6.2 Executive Committee
6.2.1 Definition and Mandate
The Executive Committee is the primary executive organ of the WKF, responsible for the governance and management of the organization between General Assembly meetings.
6.2.2 Term and Election
Members of the Executive Committee are elected by the General Assembly for a term of four (4) years, renewable once consecutively.
6.2.3 Composition
The Executive Committee shall consist of:
- President
- Senior Vice President
- Vice Presidents (up to five, each responsible for a specific portfolio or region)
- Secretary General
- Treasurer
- Technical Director
- Chairperson of the Referee Committee
- Medical Director
- Continental Representatives (one from each continent recognized by WKF)
- Two Athlete Representatives (elected by peers)
- Women’s Kungfu Representative
- Youth Development Coordinator
Additional non-voting members may be co-opted as advisors as needed.
6.2.4 Responsibilities
The Executive Committee shall:
- Implement the decisions of the General Assembly;
- Manage the day-to-day affairs of WKF through its administrative offices;
- Propose policies, budgets, and strategies to the General Assembly;
- Supervise all WKF activities, competitions, and international relations;
- Appoint members to permanent and ad hoc committees;
- Monitor compliance of members with WKF statutes and ethical standards.
6.3 President
6.3.1 Role and Authority
The President is the chief executive officer and highest-ranking representative of the WKF.
6.3.2 Duties
- Preside over meetings of the Executive Committee and General Assembly;
- Represent WKF at international forums, sporting events, and with governmental and non-governmental institutions;
- Sign all official documents, agreements, and protocols on behalf of the WKF;
- Serve as the primary spokesperson and guardian of the Federation’s vision.
6.3.3 Emergency Powers
In urgent situations, the President may take necessary decisions on behalf of the Executive Committee, subject to ratification at the next meeting.
6.4 Secretary General
6.4.1 Role and Function
The Secretary General is responsible for the administrative coordination and operational implementation of the WKF’s activities.
6.4.2 Responsibilities
- Manage the WKF Secretariat and oversee internal communications;
- Ensure accurate records, meeting minutes, and archives are maintained;
- Coordinate with national federations and member organizations;
- Disseminate decisions of the Executive Committee and General Assembly;
- Liaise with event organizers, sponsors, and partners.
6.5 Treasurer
6.5.1 Responsibilities
The Treasurer manages the financial affairs of the WKF, including:
- Drafting and overseeing the annual budget;
- Maintaining financial records in accordance with international accounting standards;
- Presenting financial reports to the Executive Committee and General Assembly;
- Ensuring the responsible and transparent use of funds.
6.6 Committees
The WKF establishes permanent and temporary committees to provide expertise, advice, and implementation support for its strategic and technical operations.
6.6.1 Permanent Committees
- Technical Committee
- Defines competition rules, traditional and modern Kungfu syllabus, and uniform standards.
- Oversees training curriculum and grading systems.
- Referee and Judges Committee
- Responsible for the education, training, licensing, and assignment of referees and judges.
- Maintains discipline and consistency in officiating.
- Medical and Anti-Doping Committee
- Ensures the health and safety of athletes.
- Implements anti-doping policies in line with WADA regulations.
- Disciplinary Committee
- Investigates breaches of WKF rules or ethical misconduct.
- Recommends disciplinary actions to the Executive Committee.
- Promotion and Events Committee
- Plans, promotes, and evaluates WKF championships, cultural festivals, and other public events.
- Handles branding, media, and sponsorship initiatives.
- Women’s Kungfu Development Committee
- Promotes female participation and leadership in Kungfu.
- Develops gender equality initiatives.
- Youth and Education Committee
- Oversees youth programs, educational initiatives, and school-based Kungfu curricula.
6.6.2 Ad Hoc or Special Committees
The Executive Committee may establish temporary or task-based committees as needed to address specific issues or projects.
6.6.3 Appointment and Terms
Committee members are appointed by the Executive Committee, with consideration given to expertise, regional representation, and gender balance. Terms of service are typically four (4) years.
Article 7 – Financial Provisions
7.1 Sources of Income
The World Kungfu Federation (WKF) shall finance its operations through lawful and ethical means. The primary sources of income shall include, but are not limited to, the following:
a) Membership Fees
All member organizations, national federations, associated bodies, and individual members (if applicable) shall contribute to the financial support of WKF through membership fees. The amount and schedule of these fees shall be proposed by the Executive Committee and approved by the General Assembly. Membership fees may be annual or tier-based depending on the category and level of affiliation.
b) Event Hosting Rights
WKF shall derive income from the allocation of hosting rights for official events including, but not limited to, international championships, conferences, technical seminars, and training camps. Host entities shall be required to pay fees associated with the rights to organize these events under the WKF name and branding, as determined by contract.
c) Sponsorships and Partnerships
WKF may enter into sponsorship and partnership agreements with corporate sponsors, non-governmental organizations, public institutions, and private enterprises. These partnerships must align with the principles, values, and mission of the Federation and shall be transparently documented through legally binding agreements approved by the Executive Committee.
d) Donations and Grants
WKF is authorized to accept voluntary donations, bequests, endowments, and grants from individuals, foundations, governmental bodies, and international organizations. These funds shall be accepted under the condition that they are free from obligations contrary to the goals and autonomy of the Federation.
e) Sales of Merchandise and Certifications
Income may also be generated from the sale of WKF-branded products such as uniforms, equipment, instructional materials, and souvenirs, as well as from the issuance of certifications including rank diplomas, instructor licenses, referee accreditations, and participation certificates.
7.2 Utilization of Funds
All financial resources of WKF shall be strictly used in pursuit of the Federation’s aims and objectives as set forth in these statutes. Such utilization includes, but is not limited to:
- Organizing and supporting international, continental, and national events
- Funding development and educational programs in Kungfu and related martial arts
- Supporting member federations, especially those in developing regions
- Conducting research and promoting cultural understanding through martial arts
- Enhancing administrative efficiency and technological infrastructure
- Promoting athlete welfare, safety, and anti-doping awareness
No portion of WKF’s income or assets shall be used for personal enrichment of any member, officer, or affiliate, except as legitimate compensation for professional services rendered or reimbursement of documented expenses incurred in service to WKF.
7.3 Financial Reporting and Audit
The WKF Treasurer shall oversee and manage the Federation’s finances and ensure the maintenance of accurate, transparent, and up-to-date financial records in accordance with recognized international accounting standards.
An independent and qualified external auditor, appointed by the General Assembly, shall audit the financial statements annually. The audited reports shall include:
- A statement of financial position (balance sheet)
- A statement of income and expenditures
- A statement of cash flows
- Detailed notes and commentary on financial activities
The Treasurer shall present the audited financial reports to the General Assembly for review and formal approval.
7.4 Non-Profit Status
The World Kungfu Federation is a non-profit, non-governmental international organization. It shall not distribute any part of its earnings or assets to members, officers, or any affiliated parties. All surpluses or retained earnings shall be reinvested into the Federation’s programs, events, and development initiatives, in alignment with its mission to promote and preserve the art and values of Kungfu worldwide.
Article 8 – Events and Competitions
8.1 Organization and Sanctioning of Events
The World Kungfu Federation (WKF) shall be the primary international authority responsible for organizing, hosting, and sanctioning official Kungfu events worldwide. WKF shall organize and/or recognize the following categories of events:
a) World Kungfu Championships
WKF shall organize official World Kungfu Championships at regular intervals. These are the highest-level competitions representing the pinnacle of global amateur Kungfu, bringing together athletes from all member nations. The rules, divisions, categories, and age groups shall be defined in the official WKF Competition Regulations.
b) Continental and Regional Championships
WKF, through its continental unions and regional affiliates, shall coordinate and sanction official continental (e.g., Asian, European, African) and regional championships, fostering participation and development across geographical areas. These events serve as qualifiers or stepping stones toward World Championships and promote regional cooperation.
c) International Seminars, Training Camps, and Festivals
WKF shall organize or endorse international educational programs including technical seminars, cultural festivals, and training camps aimed at the promotion, preservation, and evolution of Kungfu traditions, techniques, and philosophy. These activities may be led by recognized WKF Grandmasters and technical experts.
d) Instructor, Judge, and Referee Certification Events
WKF shall hold official courses and examinations for the licensing and certification of coaches, instructors, judges, and referees. These certifications are mandatory for officiating or teaching in WKF-sanctioned events and schools. Certification programs must follow WKF’s technical and ethical standards and be regularly updated.
e) Professional Kungfu Fighting Championships and Events
WKF shall have the exclusive authority to organize, host, and sanction professional Kungfu fighting championships worldwide. 8.2 Standards and Compliance
All WKF-sanctioned events, whether amateur or professional, must be conducted in full compliance with:
- WKF Technical Rules and Regulations
- WKF Code of Ethics
- Anti-Doping Guidelines (aligned with WADA where applicable)
- Athlete safety, gender equality, and inclusion policies
- Fair play and sportsmanship principles
- Cultural respect and discipline reflective of Kungfu traditions
Member federations, local organizing committees, and promoters must sign and adhere to WKF’s event hosting agreements, which outline standards, obligations, and expectations.
8.3 Host Rights and Bidding Procedures
The right to host official WKF events shall be granted through a transparent bidding and selection process. The following procedures shall apply:
- Interested member federations or recognized entities shall submit formal applications and bid proposals within deadlines set by the WKF Secretariat.
- Proposals shall include technical capacity, venue specifications, accommodation and transportation logistics, financial guarantees, and promotion plans.
- The WKF Executive Committee, with assistance from the Events and Technical Committees, shall evaluate all bids based on objective criteria including organizational capability, regional representation, and development goals.
- Final approval and awarding of host rights shall be made by the Executive Committee or, in the case of major events such as World Championships, by the General Assembly.
- WKF reserves the right to inspect and monitor the readiness of host cities and may withdraw hosting rights in case of non-compliance.
Article 9 – Professional Kungfu Division
9.1 Establishment and Purpose

This division is responsible for setting global standards for professional Kungfu and ensuring consistency in rules, athlete safety, rankings, and event quality.
Its core objectives include:
- Promoting professional Kungfu as a global combat sport
- Ensuring athlete welfare and competitive fairness
- Creating sustainable career paths for Kungfu athletes
- Building an international ranking and title system
- Enhancing the global visibility of Kungfu through media and public engagement
9.2 Rules of Competition
All WKF-sanctioned professional Kungfu competitions shall be conducted under the Unified Rules of Striking for Professional Kungfu, a standardized and internationally recognized rule set that defines legal techniques, scoring, weight classes, equipment standards, and bout procedures.
Key features of the Unified Rules include:
- Legal striking techniques from traditional Kungfu, adapted for full-contact professional competition
- Weight divisions and fight durations appropriate for different levels of experience
- Guidelines for ring or cage dimensions, attire, protective gear, and hand wrapping
- Unified judging and scoring system based on effectiveness, control, and clean technique
- Medical and anti-doping protocols in line with international safety norms
These rules are regularly reviewed and updated by the WKF Professional Technical Committee in consultation with athletes, coaches, and medical experts.
9.3 Sanctioning of Professional Events
WKF shall exclusively sanction all professional Kungfu events worldwide, including but not limited to:
- World and Continental Professional Kungfu Championships
- Professional title fights and ranking events
- Promotional leagues and fight nights under national or private organizers
- Cross-promotional events with other martial arts or combat sports organizations
Sanctioning shall only be granted to promoters and organizations that meet WKF’s requirements regarding safety, compliance, event organization, insurance, athlete eligibility, and payment transparency.
A formal sanctioning agreement shall be signed between the WKF and the local or national promoter, outlining responsibilities, financial obligations, branding use, and reporting procedures.
9.4 Licensing and Eligibility
All professional athletes, coaches, referees, judges, cutmen, and ringside physicians participating in WKF professional events must be:
- Individually licensed by the WKF Professional Division
- In good standing with their national federations (if applicable)
- Medically cleared for competition according to WKF medical guidelines
- Compliant with WKF anti-doping regulations and conduct policies

Additionally, WKF mandates:

Athlete safety and long-term health shall be the foremost priority in all WKF professional activities.

The Professional Kungfu Division shall be governed by a Professional Committee, appointed by the WKF Executive Committee. This body shall:

Article 10 – Ranking and Grading

- Preserve the integrity and tradition of Kungfu ranking

- Facilitate mutual recognition of ranks internationally
- Promote technical excellence and lifelong learning among practitioners
All WKF members, whether individuals, schools, or national federations, shall adhere to this common grading structure under the supervision of the WKF Technical Committee.
10.2 Belt and Dan Ranking Structure
The WKF recognizes a progressive grading structure, generally composed of:
- Student Grades (e.g., White, Yellow, Green, Blue, Brown Belts)
- Black Belt Ranks (Dan system), ranging from 1st Dan to 10th Dan
- Honorary Titles and Master Titles (e.g., Master, Grand Master), subject to defined criteria
Promotion from one level to another shall be based on the following:

Such titles are symbolic and honorary unless accompanied by formal technical certification and are conferred at the discretion of the WKF Executive Committee in coordination with the Technical Committee.

The WKF reserves the right to suspend or revoke any rank or title if the holder is found guilty of:
- Fraudulent rank claims or document falsification

Article 11 – Disciplinary Measures

11.2 Grounds for Disciplinary Action
Disciplinary measures may be imposed in cases of, but not limited to, the following:
- Breach of WKF’s Code of Conduct and Ethics
- Acts of fraud, misrepresentation, or corruption
- Abuse of authority or position within the organization
- Engaging in or supporting unsanctioned or unauthorized events
- Disrespect or misconduct toward officials, participants, or member entities
- Use of false ranks, titles, or certifications
- Doping violations or unethical practices in competition
- Violation of national or international laws impacting WKF operations or reputation
- Cyberbullying, discrimination, harassment, or hate speech within WKF-related contexts
11.3 Types of Disciplinary Sanctions
Depending on the severity and nature of the violation, the WKF may impose one or more of the following sanctions:
- Official Warning – A formal written notice issued for minor or first-time infractions

- Communicated to the relevant national federations and affected parties

Article 12 – Amendments to the Statutes
12.1 Authority to Amend
Amendments to the Statutes of the World Kungfu Federation (WKF) may only be made by the General Assembly, which serves as the highest legislative authority within the Federation. Any changes, additions, or repeals of statutory provisions shall require the approval of a two-thirds (2/3) majority of the voting delegates present and eligible to vote at a duly convened session of the General Assembly.
12.2 Eligibility to Submit Amendment Proposals
Proposals to amend the Statutes may be submitted by the following entities:
- The WKF Executive Committee
- Recognized National Member Federations
- Statutory Committees (e.g., Technical, Legal, Ethics, etc.)
- The WKF President
Such proposals must be submitted through official written correspondence addressed to the WKF Secretariat.
12.3 Deadline and Submission Requirements
All proposals for amendments must:
- Be submitted at least sixty (60) days prior to the date of the General Assembly in which the amendments are to be considered
- Clearly specify the article(s) to be amended, the proposed new wording, and a brief justification or rationale for the amendment
- Be written in one of WKF’s official languages and signed by an authorized representative of the submitting entity

Article 13 – Dissolution
13.1 Authority to Dissolve the Federation
The World Kungfu Federation (WKF) may only be dissolved through a formal resolution passed by the General Assembly, which holds the exclusive authority to take such action. A proposal for dissolution must be approved by a three-fourths (3/4) majority of all voting delegates present and eligible to vote at a duly convened General Assembly.
13.2 Conditions for Proposing Dissolution
A motion to dissolve the Federation may be brought forward under exceptional circumstances, including but not limited to:
- Long-term inactivity or inability to fulfill the Federation’s objectives
- Legal, political, or financial conditions that make the continuation of operations impossible
- A strategic decision to merge or transfer the Federation’s mandate to another international body with similar objectives
Such proposals may be submitted only by:
- The WKF Executive Committee
- At least one-third (1/3) of recognized National Member Federations in good standing
All proposals for dissolution must be submitted in writing, accompanied by a comprehensive justification, and circulated to all members at least ninety (90) days prior to the General Assembly where the matter will be considered.
13.3 Quorum and Voting Procedure
The decision to dissolve the Federation shall only be valid if:
- The quorum for the General Assembly is met according to the WKF Statutes
- The dissolution proposal is clearly stated on the agenda in advance
- A formal roll-call vote is conducted
- At least three-fourths (3/4) of the voting delegates present vote in favor of the resolution
If the required quorum is not met, a second General Assembly may be called within sixty (60) days, where a two-thirds (2/3) majority may suffice, provided this is stated in the original meeting notice.
13.4 Liquidation and Distribution of Assets
In the event that the Federation is officially dissolved:
- A Liquidation Committee shall be appointed by the General Assembly to oversee the legal and financial wind-down of WKF operations
- All debts and liabilities shall be settled in accordance with applicable national and international laws
- Any remaining assets, after satisfying all legal and financial obligations, shall not be distributed among members, but instead donated to a non-profit organization or international body with objectives similar to those of WKF, particularly those promoting martial arts, physical education, youth development, or international cultural exchange
The selection of the recipient organization shall be decided by the General Assembly as part of the dissolution process.
13.5 Notification and Legal Procedures
Following the decision to dissolve the Federation:
- The dissolution and liquidation plan shall be communicated to all relevant national authorities and international partners
- Legal steps for the formal deregistration or closure of the Federation under the applicable jurisdiction shall be undertaken
- The final liquidation report shall be submitted to the last General Assembly and archived by a designated authority for historical and legal records
Article 14 – Final Provisions
14.1 Adoption of the Statutes
These Statutes of the World Kungfu Federation (WKF) were formally adopted and ratified by the Founding Congress held on the 1st of June, 2025, in Florida, United States of America. The Founding Congress included the participation and unanimous consent of the founding national member federations, along with invited observers, dignitaries, and technical experts.
14.2 Legal and Institutional Recognition
Upon adoption, these Statutes serve as the supreme legal and governing framework of the World Kungfu Federation, defining its structure, governance, mission, and scope of operations. All members, committees, officials, and associated entities of the WKF shall be bound by the provisions contained herein.
14.3 Entry into Force
These Statutes entered into force immediately upon their approval by the General Assembly at the Founding Congress. From that date forward, they constitute the legally binding constitution of the Federation and supersede any provisional or draft documents previously in use.
14.4 Registration and Publication
The Statutes shall be:
- Officially registered with the competent legal authorities in the jurisdiction of incorporation
- Made publicly available on the official website of the WKF in all official working languages
- Distributed in certified copies to all recognized national member federations
14.5 Authentic Language and Interpretation
In case of interpretation disputes between different language versions of these Statutes, the English version shall be considered the authoritative text. The WKF Executive Committee shall have final interpretative authority in matters of legal or procedural uncertainty, subject to appeal to the General Assembly.
14.6 Continuity and Amendments
These Statutes shall remain in force until duly amended in accordance with the procedures outlined in Article 12. All future actions, policies, and regulations of the Federation must conform to the principles and provisions established herein.
